The CBI initiated the case at the behest of the Manipur Government and following a notification from the Centre. Subsequently, the agency assumed responsibility for the investigation that had been originally reported to the NSK Police Station.

They engaged in acts of house vandalism, arson, property theft, physical assaults on villagers, perpetrated homicides, and subjected women to sexual assault.
