Five terrorists from Pakistan have been sent to cross the Indo-Pakistan border from the Rajasthan side via Jaisalmer in the next few days to bring mayhem in Punjab, according to a sensational intercept by Indian intelligence agencies, sending two state governments into a tizzy.

The New Indian has accessed the intercept and copy of the alert.

The Punjab and Rajasthan Police have been alerted and all the supervisory field officers – Inspector General, Deputy Inspector General and Superintendent of Polices – are advised to involve themselves personally in the planning and review of security arrangements at all sensitive installations and possible targets.

The state police have also been asked about the preventive and precautionary measures to combat the terror attacks. “Ensure deployment of Special 24×7 armed nakas on all roads, routes leading to the border area to cover any ingress of persons and terrorist hardware from vulnerable and riverine gaps on the International Border,” the input added.

The alert said the strategic deployment of QRTS (quick reaction teams) and BP (Bullet Proof) vehicles, particularly near Police, CAPF/Defence installations/establishments, and any other vital installation under threat, must be ensured.

It called for ensuring thorough electronic surveillance of all vulnerable areas through CCTV cameras having night vision facility with real-time monitoring of CCTV feeds and backup of data. The alert underlined target hardening of threatened individuals and locations, especially Defence, CAPF, police establishments and units such as Police Lines, police posts, judicial courts etc.

Activities of known and suspected cross-border smugglers and couriers need to be closely monitored for being in touch with any Pak-based entities, as they could be used as conduits in cross border infiltration or smuggling of weapons and explosives, the alert said. It also called for strict checking of all vehicles and making special use of VAHAN software for spotting any stolen vehicle which can be used in terrorist attacks.

There should be regular and concerted checking of motorcycles and riders, as this has been the modus operandi in most grenade attacks, the alert/advisory said.

The alert stressed on deployment of safety nets at periphery of all vulnerable establishments to prevent injury or loss of life from grenade attacks. It suggested that district special branches be tasked to gather local intelligence on the recent activities and whereabouts of known terrorist, radicals, gangsters and recently released criminals particularly those involved in UA(P) Act, Arms Act and Explosives Act cases.

The Punjab police have also advised that its officers should keep a close watch on activities of terrorists and gangsters in jails. A special task of following up on activities of all terrorists and gangsters outside jail may be taken up, the alert suggested.

Current whereabouts and activities of such persons, including identifying groups that may have formed/centered on such persons, should be ascertained and be subjected to due police processes, like regular attendance and record updation at the police station level, it said.

Precautionary measures against vehicle-borne IEDs should be taken and the parking areas located at a safe distance from vulnerable establishments. A watch must be kept on absconders and facilitators relating to past cases of terrorism, the alert pointed out.
