NEW DELHI: Hizbul Mujahideen terrorist Javed Ahmed Mattu has been arrested by the Special Cell of the Delhi Police. He had been planning a terrorist attack in Jammu and Kashmir on January 26. Sources in the Special Cell revealed that he was in contact with two Pakistan-based handlers who were instigating him to carry out a significant act. Based on information from these handlers, Javed intended to execute a terror strike in J&K for Hizbul Mujahideen.
According to sources, four of his associates were killed in separate encounters, while two aides had fled to Pakistan. He was also in contact with Rafi Najar, reportedly handling the financial operations of the terrorist organization.

Rafi was subsequently arrested for his involvement in financing Hizbul Mujahideen activities in Jammu and Kashmir through hawala transactions, using the pretext of Pashmina shawls and carpet business.
The remand paper of the Special Cell states, “Rafi is involved in providing money through hawala for terrorism purposes from Pakistan.” However, there is no evidence suggesting his direct involvement, leading to his release from all charges. The Special Cell aims to identify Mattu’s aides hiding in Jammu and Kashmir, involved in channelizing funds through hawala from Pakistan.
Last week, the Special Cell arrested Hizbul terrorist Javed Ahmed Mattu. He was travelling in a Santro car (registration number DL14CAS 1778) when intercepted. Javed attempted to escape by firing at the police team, prompting a counter-attack resulting in his apprehension.

During the exchange of fire, one bullet hit the bulletproof jacket of a police officer. A 9 MM pistol with one live cartridge in the chamber and a spare loaded magazine with five rounds were recovered from Mattu’s possession.
