Valley School To Be Named After Rajni Bala

SRINAGAR: Gopalpora Government Girls High School in Kulgam, where the terrorists brutally killed school teacher Rajni Bala, will be named after the slain teacher.

It was announced by Jammu and Kashmir Lieutenant Governor Manoj Sinha who visited the family at their residence in the Samba district. Sinha also assured Rajni Bala’s husband Rajkumar that all the demands of the family will be fulfilled by the government, besides naming the school in her name.

“Met the family members of Smt. Rajni Bala at their residence in Samba. She was one of the most loved & admired teachers in the valley. J&K administration will provide every possible assistance and support to the family,” he said in a tweet.

Rajni Bala, who returned to the valley after 27 years, was killed by terrorists last week at the very school where she was a teacher. The incident triggered massive outrage among the Kashmiri Pandit community. Many Kashmiri Hindus also announced their plans to leave the Valley citing an unsafe environment.

Prior to Bala, Vijay Kumar, a bank officer from Rajasthan, and Rahul Bhat, a Kashmiri Pandit working as a clerk, were shot dead by the terrorists in targeted killings against the minority Hindu community.

Another fallout of terror targeted killings is the career progression of employees engaged under the Prime Minister’s Development Package. The Administrative Council (AC) which met in Srinagar under the chairmanship of the Lt Governor Sinha has approved the scheme for the promotion of PM package employees. This will remove the bottleneck in the career progression of employees appointed under the PM package.

The scheme envisages maintaining separate seniority for Kashmiri migrant employees appointed under the PM package, by respective appointing departments which will run parallel to the seniority of regular employees and will take effect from the date of appointment against the supernumerary posts under the PM Package.

The Administrative Council sanctioned the creation of pre-facto supernumerary posts at corresponding higher levels to pave way for timely career progression of Kashmiri Migrant employees, by reducing the supernumerary posts at lower levels in the same ratio.

However, these promotions will be based on seniority and eligibility requirements as per the recruitment rules.

Further, for maintaining the spirit of the Hon’ble PM Package, all posts under the PM Package have been re-designated as divisional level posts in Kashmir Division. The new structure will provide avenues for in-situ promotion to all PM Package employees as per eligibility and seniority.

The implementation of the scheme will be monitored at the highest level to ensure that the eligible employees avail the benefits of the scheme at the earliest.

Pertinently, during the financial year 2008-09, Prime Minister’s Package was rolled out for the return and rehabilitation of Kashmiri Migrants to the Kashmir valley which included various incentives like Housing, Employment, Transit Accommodations etc.
