Unemployment allowance, sanitary pads: What’s in Soren’s ₹1.16-L Cr budget

Here are main highlights of the ₹1.16 lakh crores budget of CM Hemant Soren’s government for Jharkhand.

Chief minister Hemant Soren-led Jharkhand government on Friday presented a budget of ₹1.16 lakh crores for fiscal 2023-24, 15 per cent higher than the previous year’s budget.

Here’s a list of 10 major announcements by the Soren government in this year’s budget:

The Jharkhand government launched the ‘Anganwadi Chalo’ campaign with the aim of strengthening the pre-schooling infrastructure. In a major decision, the government announced free smartphones for Anganwadi workers and increased the honorarium of Anganwadi workers and assistants by ₹500 and ₹250, respectively. Additionally, a group insurance scheme was announced for Anganwadi workers and assistants at a premium of ₹500 per year. Moreover, 800 new Anganwadi buildings will be constructed in the state at a cost of ₹100 crores.

Under the Chief Minister’s Employment Generation Scheme, skill training will be provided to all the unemployed youths of the state. If a job is not available even after completion of training, a monthly allowance of ₹1000 to jobless youths and ₹1500 to women and physically challenged for the next 6 months after training.

A provision of ₹1717 crores has been made for ‘Kishori Kalyan Yojana’ in the budget for women’s safety and security. Incentive-based funds will be provided to promote the marriage of widows. Women and adolescent girls will get sanitary pads free of cost. The nutrition of pregnant women will be taken care of by the state and a maternity kit will be given to them after delivery.

Provision has also been made to strengthen higher education. Six new polytechnic colleges will be established in Barhi, Bundu, Patratu, Chaibasa, Jamshedpur and Khunti, while three new psychiatry centres will be set up in Palamu, Chaibasa and Dumka.

The government also announced affordable air ambulance services for people in distress during an emergency. The air service will start from Dumka and Bokaro airports in the coming financial year.

In a boost to protect farmers from loss, 566 new cold storages with 100 metric capacity will be set up, along with the construction of irrigation wells under the Birsa Irrigation Well Promotion Mission Scheme covering 1 lakh farmers. A mega irrigation facility will be set up in Padmada and Palamu. New dairy plants will come up at Giridih and Jamshedpur, while the finished product – milk powder and milk product plants will be set up in Ranchi.

Grass Root Training Center and Sidho-Kanho Youth Club will be established to promote sports and nurture sports talents in the state. A separate tourism policy will be made to promote the tourism industry in Jharkhand. A model library will be established in all the hostels of the state.
