New Delhi: The Supreme Court has ordered the formation of an expert agency to spearhead a large-scale afforestation initiative aimed at increasing Delhi’s green cover. A bench comprising Justices Abhay S. Oka and Ujjal Bhuyan emphasized the need for a comprehensive action plan to enhance the tree cover in areas under the Government of the National Capital Territory of Delhi (GNCTD). The Court clarified that the agency’s primary task would be to execute a massive afforestation drive to improve the city’s environmental health.

The Forest Research Institute (FRI) has been directed to submit an affidavit outlining the proposed timelines for implementing the Court’s directives. Additionally, the FRI must detail the financial requirements for the project to ensure necessary funds are allocated promptly.
This decision follows a contempt petition alleging that the Delhi Development Authority (DDA), under the instructions of Lieutenant Governor Vinai Kumar Saxena, had illegally cut down hundreds of trees without the Court’s approval. Earlier, in December 2024, the Court had criticized the Delhi Forest Department for failing to present a plan to improve the city’s green cover. The Court had previously indicated its intention to appoint an external agency to address the issue.

In June 2024, the Court had directed the Secretary to convene a meeting to discuss measures to enhance Delhi’s green cover. However, when no progress report was submitted by the Delhi government in December 2024, the Court tasked the Amicus Curiae with recommending a suitable agency. Based on these recommendations, the Court has now finalized the appointment of an expert agency to lead the afforestation efforts.
This move underscores the judiciary’s commitment to addressing environmental degradation and ensuring sustainable urban development in the national capital.
