Protecting interfaith couples in Maharashtra

The Maharashtra government’s recent decision to establish safe houses for married interfaith couples is a commendable and progressive step towards ensuring the safety and security of individuals who choose to marry outside their caste or religion. This initiative, driven by the increasing reports of attacks and threats faced by such couples, reflects a commitment to uphold the fundamental rights of individuals to choose their partners without fear of persecution.

Interfaith and intercaste marriages often face societal backlash in India, where traditional norms and prejudices still hold significant sway. Couples who defy these norms frequently encounter hostility, threats, and even violence from their families and communities. The establishment of safe houses provides a crucial refuge for these couples, offering them a secure environment where they can live without fear of retribution.

The Maharashtra Home Department has issued a standard operating procedure (SOP) for the security of interfaith and intercaste couples. Special cells headed by police commissioners and superintendents of police in all cities and districts will oversee the safety of these couples. The names of the heads of these special cells and their members will be published on the websites of commissioners and superintendents of police, ensuring transparency and accountability.

Additionally, a designated helpline (112) has been set up to provide immediate assistance to couples in distress. Information received through this helpline will be kept confidential, further ensuring the safety of those seeking help. The state government has also mandated that safe houses be set up within government rest houses or, if necessary, in private accommodations on a rental basis.

This initiative aligns with the Supreme Court’s ruling in the Shakti Vahini case, which emphasized the need for the protection of interfaith and intercaste couples. The court recognized the fundamental right of individuals to choose their partners and directed state governments to take measures to ensure their safety. By implementing these guidelines, Maharashtra is setting a precedent for other states to follow.

The establishment of safe houses also sends a strong message against the practice of honour killings and other forms of violence against couples who marry outside their caste or religion. It underscores the importance of respecting individual choices and promoting social harmony.

While the establishment of safe houses is a significant step, it is not without challenges. Ensuring the safety and security of these couples requires continuous monitoring and coordination between various government departments. Public awareness campaigns are also essential to educate communities about the importance of respecting individual choices and the legal protections available to interfaith and intercaste couples.

Moreover, the success of this initiative depends on the effective implementation of the SOP and the responsiveness of the special cells and helpline. Regular updates and audits by the state government will be crucial in maintaining the efficacy of these measures.
