Parliament Security Breach: Delhi Police seek info on Chinese National Li Rong

NEW DELHI: In the latest update regarding the Parliament Security Breach case, the Special Cell of the Delhi Police is seeking information about a Chinese national, Li Rong, who was in contact with Manoranjan D, the primary accused in the case that shook the nation on December 13, 2023.

 

Manoranjan hid this information from the probe agency and also travelled to Cambodia reportedly on the instructions of a Chinese National. The Special Cell has written to the Cambodian government in this respect seeking the whole information.

 

The investigation agency uncovered this through a forensic examination of Manoranjan’s digital footprint, including email and cloud data information.

 

Now, the probe agency is trying to ascertain whether China could be behind the incident or not. Secondly, they are investigating the purpose of his trip to Cambodia. In this, the probe agency is seeking help from the Cambodian Government.

On December 13, 2023, Manoranjan D, Sagar Sharma, Neelam Ranolia, and Amol Shinde committed a security breach at the newly constructed Parliament and tried to terrorize the entire staff, including Members of Parliament and security personnel, by using a spray canister. They were apprehended and handed over to the police. Later, two more of their aides, Lalit Jha and Mahesh Kumawat, were also arrested.

 

Initially, all tried to mislead the police, saying they wanted to be famous, were fed up with the government, etc. However, the police later unearthed the actual plot, which connects to China.

 

The police have learned that the main accused, Manoranjan, had been planning to do this since 2011 and was in touch with Li Rong. His emails led to the revelation of his connection to the Chinese national. Manoranjan mentioned Li Rong in one of the emails and in a folder, which was retrieved by the probe agency. Initially, he said he didn’t know Li Rong, but later admitted that he did.

 

The source said Li Rong had been in touch with him since 2011. Rong came to India on a student visa and studied at the Osmania University. When Manoranjan was grilled, he confessed that he went to Ladakh with Li Rong to meet Tibetan activist Lhasang Tsering. The source told The New Indian that all this information pointed towards a larger conspiracy.

 

After returning to India, Manoranjan again met Li Rong and had a long discussion with him. They then travelled across India on a motorcycle. This information was concealed by Manoranjan while giving evasive replies when questioned about it. Li Rong left India in 2016, and since then, there has been no news of him.

 

A top source close to the investigation revealed to The New Indian, on the condition of anonymity, that Manoranjan had deleted his entire email history so that the police couldn’t know about his past. He didn’t want the probe agency to know about any of his past activities. He travelled to Delhi, Rajasthan, Ladakh, and many more cities. First, the two met at a gym in Mysuru and went to Ladakh in 2011 by motorcycle,” the source said.

Manoranjan named this journey Motorcycle Diaries, inspired by the Argentine, Marxist revolutionary, physician, author, guerrilla leader, diplomat, and military theorist Che Guevara. “The Motorcycle Diaries” is a memoir by Guevara that chronicles his early travels across South America.

 

Manoranjan D got the idea of attacking Parliament from the Kosovo Parliament case, where tear gas was used during an ongoing debate. To commit the security breach, Manoranjan called Vidyanath, an official from the Bureau of Immigration (Karnataka government), using his mother’s cell phone.

 

Manoranjan told the official that he wanted to know about the Security apparatus of the Parliament. Vidyanath also confirmed Manoranjan’s connection with the Chinese national Li Rong, saying they used to meet each other.

 

Manoranjan even attempted to bribe a Telangana-based journalist, Anil, to achieve his goal. Manoranjan teamed up with Anil, who runs a digital newspaper. Anil was in debt of Rs six lakh. Manoranjan told him they would get international funds through their act (Parliament security breach).

 

However, later Anil quit his group, saying it would be a criminal activity against the country. The police are likely to submit a second supplementary chargesheet, in which they might reveal information about his Cambodian trip after reaching out to the Cambodian government and with more information related to Li Rong
