Nijjar was a native of Bharsinghpura village in Jalandhar. He was residing in Surrey and also stated this to the chief of a gurudwara.
NIA had registered a case under Section 120B of the Indian Penal Code (IPC) and Sections 13, 17, 18, and 20 of the Unlawful Activities (Prevention) Act, 1967, in 2018 for allegedly conspiring and planning to carry out attacks in India.
As per NIA sources, once associated with Babbar Khalsa International (BKI) Nijjar was engaged in several activities that were prejudicial to the sovereignty and integrity of India, including sourcing finance to procure arms, ammunition and training Sikh youth to carry out terrorist activities in India.

In its FIR, the NIA said Nijjar had certain associates in India who had conducted reconnaissance of gatherings of the Rashtriya Swayamsevak Sangh (RSS) at certain places, including Punjab, with an intention to target them and strike terror in a section of the people in India. He intends to execute the attack at a time and place where there is a large gathering so that there are maximum casualties, the FIR said.
In 2020, the NIA also attached immovable properties, located in Punjab, to Nijjar and SFJ chief Gurupatwant Singh Pannu under the case of UAPA.

Last week, one pro-Khalistani, who was also stated to be involved in vandalism at the Indian High Commission in the UK, Avatar Singh Khanda, died in a hospital in Canada. And now Nijjar has been shot dead in Canada.
