NEW DELHI: The keel-laying ceremony for the second of five Fleet Support Ships (FSS) was held at Larsen & Toubro’s (L&T) Shipyard in Kattupalli, Tamil Nadu. The event was attended by Vice Admiral Rajaram Swaminathan, Controller of Warship Production & Acquisition, along with senior officials from the Indian Navy, Hindustan Shipyard Limited (HSL), and L&T.

Each FSS will have a displacement of over 40,000 tons and a length of 230 meters. These vessels are designed to replenish naval ships at sea with fuel, water, ammunition, and stores, thereby extending the operational reach and mobility of the Indian Navy. The ships will feature advanced refueling facilities and hangars capable of accommodating helicopters, enhancing their logistical support capabilities.

Beyond their primary role, the FSS are equipped to conduct Humanitarian Aid and Disaster Relief (HADR) operations, facilitating the evacuation of personnel and rapid delivery of relief materials during natural disasters.

 

Indigenous Design and Strategic Significance

 

The FSS project boasts a completely indigenous design, with the majority of equipment sourced from domestic manufacturers. This initiative aligns with the Government of India’s ‘Aatmanirbhar Bharat’ (self-reliant India) and ‘Make in India’ programs, aiming to bolster the nation’s shipbuilding industry and reduce reliance on foreign defense equipment.

In August 2023, the Indian Navy signed a contract with HSL for the acquisition of five FSS vessels, valued at approximately ₹19,000 crore. The first ship is slated for delivery in mid-2027, with subsequent vessels following at 10 to 12-month intervals, aiming for project completion within eight years.

 

To optimize national shipbuilding capacities and adhere to stringent delivery timelines, HSL subcontracted the construction of two FSS vessels to L&T Shipyard in Kattupalli.

L&T’s Kattupalli Shipyard has emerged as a significant player in both domestic and international maritime projects. The shipyard has been involved in constructing various vessels, including high-speed boats for Vietnam and multi-purpose vessels for the Indian Navy. Additionally, it has undertaken repair and refit projects for navies such as the United States and the United Kingdom, underscoring its growing global reputation.

 

The keel-laying of the second Fleet Support Ship marks a pivotal step in enhancing the Indian Navy’s blue-water capabilities. This endeavor not only strengthens maritime operational readiness but also exemplifies India’s commitment to indigenous defense manufacturing and strategic self-reliance.
