NEW DELHI: India has restricted the import of laptops, tablets, all-in-one personal computers, and ultra-small form factor computers and servers, its commerce ministry said on Thursday.
Import of these items would be allowed only against a valid licence for restricted imports, according to a notification issued by the minister of commerce and industry.
However, people will be allowed to import one laptop, tablet, or all-in-one personal computer, including those purchased from e-commerce sites or delivered through post or courier. Such imports will be subject to payment of applicable duty taxes.
No import licence will be needed to import as many as 20 such items in a consignment for the purpose of research and development (R&D), testing, benchmarking and evaluation, repair and re-export, and product development purposes. Products imported under this category will not be allowed for sale or any other purpose.
“After the intended purpose, the products would either be destroyed beyond use or re-exported,” the government said.

The notification further reads: “Laptops, Tablets, All-in-one Personal Computers, and Ultra small form factor Computers and Servers which are an essential part of a Capital Good shall be exempted from the import licencing requirements.”
The decision is expected to give an impetus to domestic electronic manufacturers and also encourage multinational companies to set up shops in India under Prime Minister Narendra Modi’s ambitious Make-in-India initiative.
According to the government figures, the export of Indian electronic goods jumped by 49 per cent to $25.3 billion in May this year over 2021-22, contributing a growth of about 30 per cent to the country’s overall exports.
Tamil Nadu has emerged as the leading exporter of electronic goods in the 2022-2023 financial year, witnessing a remarkable surge from $1.86 billion to $5.37 billion in exports, nearly tripling its export value in just one year, as per the National Import-Export for Yearly Analysis of Trade (NIRYAT).
The government is eyeing to push the export figures to over $760 billion this year.
