Haryana Bond Policy Protests: FORDA To Observe Black Day On Nov 7

Indian Medical Association has joined medical student’s protest demanding complete withdrawal of the bond policy of Haryana government on Saturday. Medical Student Network of Haryana under the auspices of Indian Medical Association demanded immediate release of students who were detained protesting against state government’s bond policy for MBBS students. They also demand action those who “wrongfully detained the students” and the “complete withdrawal of bond policy”.

Indian Medical Association is a professional body of more than 3.5 lakh doctors.

Another body, Federation of Resident Doctors’ Association (FORDA) joined the protests saying they will observe ‘black day’ on November 7 while sticking to its continued demand for “Bond Free Bharat”.

The association’s tweet on Twitter #Bond_Free_Bharat was found to be trending.

Confirming the news to The New Indian Dr. Sarvesh Pandey, General secretary, FORDA said, “we will stage a protest against this bond policy by holding  black day on Monday.”

Dr Pandey further states, “the bond policy will end the merit based admission in govt colleges. How and from where poor students with merits would fill a bond of rupees 10lakhs that too for four years? State govt is suggesting loan from banks but loan from banks comes with interest from where will they repay the loan as well as the interest. Are we to believe that merit has no role then?”

Earlier, MBBS students at Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences in Rohtak held a protest against the Haryana’s government’s policy that mandated the students to pay Rs 10 lakh bond fee during admission. Some students were reportedly detained.

Earlier, the Khattar-led Haryana government said only those candidates who deposit the bond fee according to the policy introduced in November 2020 will be considered for admission to MBBS course across government medical colleges in the state from the upcoming academic session. The NEET 2022 counselling process is currently going on across the country.

Experts on this issue are also expressed concerns that this policy will hamper the quality of the doctor although quantity will increase.

Introduced in November 2020 the MBBS doctors have to pay an amount of Rs 40 lakh as a bond to the state government for admission to a government college.

According to the clauses of the bond policy annually during admission and readmission medical students have to pay a cumulative sum of rupees 40 lakhs either by their own or govt facilitated loan.

To repay the loan the doctors have to do duties in hospitals for a specific period of seven years after completion of MBBS degree.

Several protesting MBBS students at Pandit Bhagwat Dayal Sharma Post Graduate Institute of Medical Sciences in Rohtak detained for staging protest against ‘Bond policy’ last night.

One of the protesting students on the condition of anonymity said, “the bond policy should be removed totally and completely. Even after doing our duty for seven years we won’t be guaranteed jobs. How the poor students like us will pay this hefty amount even via bank?”

At present NEET 2022 counselling process is going on in the country.
