NEW DELHI – On Friday, the Delhi Police took Swati Maliwal to record her 164 CrPC statement in connection with the assault at the Delhi Chief Minister’s house. No arrests have been made so far. Bibhav Kumar, the Personal Secretary (PS) to Delhi Chief Minister Arvind Kejriwal, is the main accused in the case and has been missing since the incident.
The New Indian accessed the FIR, which details the victim’s ordeal. Maliwal stated that she was on her period when the attack occurred.
“On 13th May 2024, at around 9 am, I visited the house of Arvind Kejriwal, Chief Minister of Delhi. I went inside the camp office and called CM’s PS Bibhav Kumar, but I could not get inside. I then sent a message on his mobile number (through WhatsApp). However, there was no response. I then went inside the residential area through the main door, as I have always done in the past year. Since Bibhav Kumar was not present, I entered the residence area and informed the staff present there to tell the CM that I was there to meet him. I was informed that he was present in the house, and I was told to wait in the drawing room. I went into the drawing room and sat on the sofa, waiting,” read the FIR.
She further narrated that a staff member told her the CM was coming to meet her.
Suddenly, Bibhav Kumar barged into the room, started screaming without any provocation, and hurled abuses at Maliwal.

“I was stunned by this sudden behavior and reacted by telling him to stop talking to me like this and to call the CM. Bibhav called me ‘Saali.’ He said I was a low-category woman and how I dared not obey them. He then started slapping me on my face. He slapped me at least 7-8 times while I continued screaming. I felt absolutely shocked and was screaming for help over and over again. In order to protect myself, I pushed him away with my legs. At that time, he pounced on me, brutally dragged me, and pulled my shirt up. My shirt buttons opened, and the shirt flew up. I was constantly screaming for help. Bibhav Kumar did not relent and attacked me by kicking me in my chest, stomach, and pelvis area with his legs. I was in extreme pain. My shirt was coming up, but he continued to assault me. I was taken outside the CM residence and sat on the floor outside as I was in deep pain. The PCR police came, but I was completely dazed and left, walking towards my previous residence in Civil Lines. I was crying and somehow reached my earlier residence,” read the FIR.
The FIR further read that she sat on the ground there for some time, in terrible pain and totally shattered. She somehow mustered the strength to ask an auto to take her to PS Civil Lines to report the matter.
“I reached there and sat in the SHO room. I was crying and informed the SHO about the incident. I was in terrible pain and had severe cramps. I also started receiving a lot of calls from the media on my mobile. Due to trauma, pain, and not wanting to politicize the incident, I left the Police Station without giving a written complaint,” the FIR read.
The Police have also prepared a fact sheet which says that the victim, in order to protect herself, pushed Bibhav away with her legs. At that time, the accused pounced on her, brutally dragged her, and deliberately pulled her shirt up. Her shirt buttons opened, and the shirt flew up.

The victim landed on the floor, hitting her head on the center table. She was constantly screaming for help, but no one came.
After that, Bibhav Kumar did not relent and attacked her by kicking her repeatedly in her chest, stomach, and pelvis area with his legs.
“X (Victim) was in extreme pain and kept telling him to stop. Her shirt was coming up, but he still continued to assault her. X repeatedly told him that she is having her periods and that he should please let her go as she is in unbearable pain. However, he attacked X with full force again and again. X somehow managed to get free. She then sat on the sofa of the drawing room and gathered her spectacles that had fallen on the ground during the assault. X was in a terrible state of shock at this unprovoked attack. She was deeply traumatized and called the 112 number and reported the crime against her. Bibhav Kumar again threatened X,” read the fact sheet.
As of now, Bibhav Kumar has not been placed under arrest.
