SRINAGAR: The Anti-Corruption Bureau (ACB) has initiated two separate preliminary inquiries (PE) in connection with alleged irregularities in the Srinagar Smart City project, following credible inputs about misuse of resources and substandard work.
The first inquiry, registered as PE No. 01/2025 at Police Station ACB Srinagar, pertains to the suspected misappropriation of materials such as devari stones, paving tiles, and iron grills.
The materials, intended for the project’s improvement and beautification efforts, are alleged to have been unaccounted for or unlawfully sold in the open market for personal benefit instead of being preserved in the stores of the relevant engineering division.

The second inquiry, registered as PE No. 02/2025, focuses on allegations of using inferior-quality materials in the ongoing construction of the cycle track, footpath, and viewing decks along the Foreshore Road in Nishat, bordering Dal Lake. The project stretches from Nishat to the Naseem Bagh Public Health Centre (PHC).
According to the ACB, officials from Srinagar Smart City Ltd., in collusion with the contractor, intentionally bypassed necessary protocols, thereby jeopardizing the quality of the work.

The ACB confirmed that investigations into both preliminary inquiries are actively underway, as stated in their official communication.
In a previous case, Jammu and Kashmir’s Anti-Corruption Bureau (ACB) lodged a Disproportionate Assets (DA) case against a retired Superintendent Engineer of the Public Works Department (R&B), alleging the accumulation of assets beyond his known sources of income.
The accused, identified as Riyaz Ahmad Parray, a resident of Hygam Baramulla, is alleged to have amassed significant wealth and properties during his tenure by engaging in corrupt practices, the ACB said in an official statement.
Following a detailed verification, it was discovered that Parray had acquired multiple movable and immovable assets in various locations, including Hygam, Srinagar, Jammu, and Delhi. The probe revealed that these properties, along with substantial expenditures and investments, were disproportionate to his legitimate earnings.
