AAP accuses Delhi LG of political obstruction

New Delhi: The Aam Aadmi Party (AAP) has accused Delhi’s Lieutenant Governor (LG), VK Saxena, of engaging in “dirty politics” to retain his position. AAP claims that Saxena, whom they dismissively refer to as a “former Cement Factory Employee,” has consistently obstructed the work of the Delhi government to prove his loyalty and maintain his post.

AAP sources allege that the LG’s actions contradict the recommendations made by the High Court-appointed Sarin Committee, which has urged the immediate hiring of doctors, specialists, nurses, pharmacists, OT technicians, and other medical staff on a contractual basis to fill vacant positions. According to AAP, the Sarin Committee highlighted the urgency of these hires, noting that the ongoing UPSC recruitment process would take too long. The committee also recommended empaneling specialists from the private sector for part-time or weekend shifts, yet Saxena allegedly failed to act on these recommendations.

“Had the Former Cement Factory Employee hired the necessary doctors and paramedics as claimed, there would have been no need for the Sarin Committee to recommend contractual hires,” AAP sources stated. They further argued that if the delays were indeed due to the National Capital Civil Services Authority (NCCSA) meeting, the Services Department’s advocate would have informed the High Court.

AAP has criticized Saxena for consistently hiding behind the NCCSA whenever his inefficiencies are exposed by the elected government. The party cited the example of two medical students who were allegedly sexually molested by their professor. When the Health Minister raised the issue, he was told by the LG that the professor could only be suspended after an NCCSA meeting. However, AAP claims that there was no such agenda before the NCCSA, and only after mounting pressure did Saxena order the suspension himself.

Similarly, AAP pointed out that after the recent deaths at the Asha Kiran Shelter home, there was a demand to suspend the Administrator, but Saxena again used the NCCSA as an excuse to delay action. However, the next day, the LG issued a press release detailing his swift action to suspend a DANICS officer involved in a road accident, without the need for an NCCSA meeting.

AAP also criticized the LG for stalling transfers and postings within the Health Department, which are usually done through a process known as “DETAILMENT,” a practice frequently used without NCCSA approval. They argue that Saxena’s inaction has adversely affected the healthcare services provided to the poor and vulnerable in Delhi.

The party provided a screenshot of an affidavit from the Health Department, approved by the Health Secretary, and filed through the Standing Counsel of the Services Department. The affidavit, according to AAP, makes no mention of the NCCSA and confirms that 37 doctors and specialists were detailed in July alone, exposing what AAP calls the “lies” of the LG.

In conclusion, AAP contends that the “Former Cement Factory Employee” is using the NCCSA as a pretext to hide his inefficiencies and obstruct the work of the Delhi government, ultimately harming the residents of Delhi, particularly those in need of medical care.
