NEW DELHI: Delhi Police has registered an FIR against Executive Engineer Sanjay Kumar based on a complaint from the Election Commission. The complaint alleges the use of a Public Works Department (PWD) vehicle, belonging to the Delhi government, for election campaigning by Delhi Chief Minister Atishi.
The FIR was filed at the Govindpuri police station following the Election Commission’s directive. The complaint was also made to the district election official for violating the model code of conduct.
Later on, the matter reached Delhi Police. A DD entry in this regard (DD entry 152) was lodged at the Police Station. Now an FIR has been registered in the matter.

The name of Sanjay Kumar, Executive Engineer, South East Road Division 2, has also been mentioned in the FIR with a request to initiate action against him. The complaint has been Lodged by Returning official, South East Delhi.
“Complaint against Ms Atishi Marlena, CM, NCT of Delhi for violating MODEL CODE OF CONDUCT and using Government Vehicle for her political purpose. Sir, A complaint dated 08.01.2025 was received in this office regarding a violation of MODEL CODE OF CONDUCT and using a Government Vehicle bearing registration No. DLILAL 1469 of PWD, GNCTD for political purposes. (copy enclosed) However as per letter dated 07.01.2025 (copy enclosed) of General Administration Department, GNCTD, there shall be a total and absolute ban on the use of official vehicles for campaigning/ electioneering or election-related travel during elections,” the complaint read.
The FIR read: “Accordingly, the said Government vehicle bearing No.-DL-IL-AL1469 being used for political purposes violated Model Code of Conduct and also of directions contained in the above letter of GAD. This invites action against the said official (Sanjay Kumar, Executive Engineer, South East Road Division 2) in terms of section 223 of BNS. Therefore, it is directed that an FIR may be registered against Sh. Sanjay Kumar, Executive Engineer South East Road Division 2”.
Police said that as per the Content of the Complaint, prima facie an offence u/s 223(a) BNS is made out.
